The City of Pittsburg has a council/manager form of government. This means that the Mayor and City Council make policy decisions, and the staff, led by the City Manager, implements these decisions.

The City Council is composed of a Mayor and five members elected at-large for two-year terms. They are the policy-making body of the City's government and set and adopt the annual budget for the city.
